Error in downloading pdf with annotations

Every time we download a pdf with annotations the pdf is returned by Weava in a scanned image format with the annotations overlaid like an image on top of the pdf. This approach renders the pdf useless for further processing/annotations in the future. Also the file size of the pdf because it is returned as scanned image from Weava is HUGE, e.g. hundreds of MB or GB. Please fix this!
